The final position of the Military Authorities and the Department on the proposed new organisation and structure is nearing completion. Following this consultation will take place with PDFORRA under the terms of the CPA which specifically provides for the consultation process. PDFORRA will pay particular attention to the impact of the new organisation and structure on the promotion systems, pay and allowances and deployment/redeployment.

 PDFORRA is aware that a draft CS4 in respect of the DFTC was to be returned to DFHQ by the 1st July 2011. The Military Authorities in the DFTC assumed that this was to be implemented immediately. This is not the case and consultations will follow in due course – particularly on matters such as promotion systems, pay and allowances and deployment/redeployment.

 The CPA also provides that where the parties disagree on matters following discussions that they will be resolved by reference to the Conciliation and Arbitration Scheme Arbitration Board.

 PDFORRA met the Minister, Alan Shatter, TD on the matter of consultation on the new organisation and structure. He confirmed that consultations with PDFORRA would take place on the new organisation and structure on those aspects which are within the scope of representation.
