Information Circular No 17/2021 – Technician Review 2-6

PDFORRA wishes to advise our members that we are now in receipt of 12 Conciliation Council Reports related to the Technician Review 2-6, which was undertaken by the Department of Defence in conjunction with military management following the recommendations of the 2019 Public Service Pay Commission.

Members will be aware that the recommendations of the review group were signed off by the Department of Public Expenditure and Reform on the 25th of May 2021.

The Association is now in the process of undertaking a review of the terms outlined within the 12 reports provided by the Department of Defence, to ensure that the maximum number of personnel are encompassed within any subsequent agreement.

Additionally, PDFORRA is seeking to ensure that where cohorts of personnel, referenced as needing to undertake further courses or qualifications in order to attain the higher recommended allowance, that these personnel are afforded every opportunity to do so as soon as possible. PDFORRA has also sought limited concessions in relation to personal to holder status and for Post 1994 contract members – to retain them in service.

Moreover, the Association remains committed to ensuring that personnel with particular skillsets, who are outside of current establishments, are included in any elevation of technician pay. Furthermore, PDFORRA is seeking to ensure that personnel with qualifications referenced within the Reports, who are enlisted in the future, are not required to perform work of a technical nature without being appropriately remunerated.

There is no set timeline for the finalisation of discussions on the implementation of the findings, but it is expected that arrears will be paid back to at least the date of signing off by the Department of Public Expenditure and Reform on the 25th of May 2021.

PDFORRA will keep our members advised of developments as they arise. However, members should be aware that a further 4-5 Conciliation Council Reports are expected from the Department in the coming weeks and all will require considered examination before agreement. This may delay the process for implementation for some time.
