Information Circular No 05/2021: COMMISSION ON FUTURE OF DEFENCE

PDFORRA appeared before the Commission on the Future of Defence this afternoon. In advance of this hearing the Association compiled two submissions. The Associations initial submission outlines in broad terms the principal issues that impact on our membership, primarily, Contracts, Pay/Allowances, Pensions, Career Progression, Human/Employment Rights and Industrial Relations.

PDFORRAs second submission is a more comprehensive document that address the issues outlined above in a more detailed manner. This document highlights, amongst other things, the stress caused to personnel by the current contractual terms, the impact of current pay structures and the failure to provide NCOs, and SNCOs with appropriate career horizons. The document goes on to outline the measures impacting on females within the Defence Forces and the impact of current procedures related to Redress of Wrongs.

In order to address these issues, PDFORRA have, amongst other things, recommended:

  • An increase in service limits, and conditions that are more subjective. – These would extend to personnel in the DFSM.
  • Re-structuring of Pay and Allowances (including MSA) and to provide for Long Service Increments(LSI’s)
  • Allowance for BQMS Rank to recognise financial responsibilities associated with role.
  • Implementation of Technician 2-6 Review.
  • The re-alignment of ALL duty allowances having due regard to the National Minimum Wage Act 2000.
  • The recalculation of the number of duties required for Post 2004 Personnel to receive these in pension entitlements.
  • Formalisation of a system for time off in lieu.
  • Introduction of incentive allowances for personnel in training establishments
  • Provision of career advancement opportunities for SNCOs through more frequent CFRs.
  • Enlargement of Defence Forces to provide for a training establishment.
  • Re-introduction of Bde HQ in Athlone, to enhance career opportunities for personnel from the West of Ireland.
  • Re-configuration of service delivery to enhance opportunities for female members of the Defence Forces.
  • Grant of right of Association to ICTU by PDFORRA- in order to better defend our member’s pecuniary interests.

The Association will be making additional submissions during the course of the year to the Commission and members are invited to transmit any issues they wish to have addressed through their Districts.
