Information Circular No 33/2020: UPDATE – NATIONAL PAY TALKS

PDFORRA members will undoubtedly have seen recent media reports regarding the proposed successor to the current Public Sector Stability Agreement 2018- 2020.

Following the presentation of proposals by the Department of Public Expenditure and Reform last Friday, PDFORRA has written to the Department of Defence seeking clarity on a number of issues. These clarifications, among other things, relate to the overall sum of money involved in the Sectoral Bargaining Fund, how, in the event that the proposed Agreement is ratified by our members and how will amounts be paid to personnel etc in the event of ratification.  

The principal elements of the proposed Agreement related to pay are:

• A general round increase in annualised basic salary for all public servants of 1% or €500, whichever is greater, on 1 October 2021.

• A general round increase in annualised basic salary for all public servants of 1% or €500, whichever is greater, on 1 October 2022.

Additionally, provision exists for the equivalent of a 1% increase in annualised basic salaries on 1 February 2022 to be used as a Sectoral Bargaining Fund in accordance with Chapter 2 of the proposed Agreement.

A number of clarifications are required regarding this last aspect of the proposed Agreement.  Moreover, clarifications are required regarding the interaction between this Agreement and the High Level Implementation Plan and the proposed Commission on the Future of Defence.

Ratification of the proposed Agreement would, amongst other things, prohibit the parties from submitting cost increasing claim during the lifetime of the Agreement.

Upon receipt of the clarifications required by the Department, PDFORRA will prepare a briefing document for all our members and circulate as widely as possible through all available platforms.
