Information Circular No 18/2017: Talks on Extension of the Lansdowne Rd Agreement (LRA)

By Industrial Relations Officer

The Minster of Public Expenditure and Reform, Mr Pascal Donohoe, TD, has invited PDFORRA to talks on an extension to the Lansdowne Rd Agreement in parallel to talks between the Public Service Committee of ICTU and representatives of public service management.

The negotiations are scheduled to commence on Monday, 22 May 2017 and the Workplace Relations Commission (WRC) will be available to facilitate the process.  The process is expected to last for a period of two weeks.

The Government intends to try and reach agreement with all public service trade unions and associations on staff interests and on the continued unwinding of the FEMPI legislation.

The process is informed by the findings of the recently published Public Service Pay Commission (PSPC) report regarding pay, pensions and related matters in the public service in comparison with the private sector.

PDFORRAs agenda for the talks on the extension of the LRA is outlined in Information Circular 12/2017 and includes:

  • PRD reductions
  • Pay increases and restoration of cuts to allowances
  • Implementation of outstanding Adjudication recommendations
  • Further measures to address the two tier pay structure
  • Comparable treatment to the Labour Court recommendation regarding the GRA/AGSI claim
