PDFORRA CONDEMNS GOVERNMENTS BREACH OF LANSDOWNE RD AGREEMENT

PDFORRA, the association representing soldiers, sailors and aircrew of the Permanent Defence Force, has condemned the Government’s shock decision to implement an increment freeze in the Permanent Defence Force as an act of bad faith and contrary to the principles of the Lansdowne Road Agreement. The present approach and attitude of Government representatives to members of the Defence Forces on this issue is most surprising and is totally at odds with the ‘dealing with issues in good faith’ approach, which is enshrined in the Lansdowne Road Agreement.

PDFORRA General Secretary, Gerry Rooney said:  “Given PDFORRAs willingness to continue to work on and deliver reform and modernisation measures under the Lansdowne Rd Agreement, it is a complete shock that the Government would act is this manner and freeze the increments of ordinary soldiers, sailors and aircrew. Indeed, it would appear that Government representatives are deliberately creating conflict because of their ongoing disagreement with PDFORRA over implementation of measures to end the two-tier pay structures in respect of Privates joining the Permanent Defence Force since 2013”.

Gerry Rooney further commented: “The Lansdowne Rd Agreement requires participants to act in good faith when dealing with issues.  Where there is disagreement between the parties, they are to be dealt with using the dispute resolution processes and NOT outdated bullyboy tactics. Furthermore, the Agreement is underpinned by commitments not to further cut the pay of public servants and this includes members of the Permanent Defence Force.  The Government’s current action ignores this commitment and they now seem intent on throwing PDFORRA out of the Lansdowne Rd Agreement process, in an effort to bully our members into abandoning those on lowest rung of the pay scales”.

PDFORRA intends to convene an emergency meeting of its National Executive Committee in the coming week to consider its response to the Government’s provocative action in implementing an increment freeze in the Permanent Defence Force without considering the principles of the Lansdowne Rd Agreement.

Gerry Rooney concluded by saying: “Whatever position PDFORRAs National Executive adopts in response to the Government’s provocative action it will have the objective of ensuring that the demand to end the two-tier pay structure applied to Privates joining the Permanent Defence Force since 2013 is realised”.
