Information Circular No 25/2015: Entry Grade (Private) – Pay Incorporation

PDFORRA is in discussions with the Department of Defence on the above mentioned matter.  The Association and is seeking the application of para 2.31 of the Haddington Rd Agreement (HRA) to provide for the incorporation of the pre and post 1st January 2013 pay rates in respect of the entry rank of Private.  This has arisen because of the Defence Sector element of the HRA and its application to Privates.

Some progress has been made in discussions on the Line Pay element of basic pay.  However, no progress has been made on the Military Service Allowance element of basic pay.  Given the foregoing, it is likely that it will a number of months before the discussion reach a conclusion which is satisfactory to PDFORRA and this may include some third party involvement.

Consequently, no ballot on the Lansdowne Rd Agreement (LRA) proposals is being considered at this time.  When the discussions on incorporation are completed, the matter will be considered in a ballot along with the other elements of the LRA.

The LRA proposals, which are due to come into effect in the New Year, will apply to the ranks represented by PDFORRA on foot of the Financial Emergency Measures in the Public Interest (FEMPI) Act 2015.  The Act provides for the pay increases and pension-related deduction rate changes negotiated under the LRA.
