Information Circular No 23/2015: Standardised Subsistence Payments

Paragraph 2.28 of the Haddington Road Agreement noted that the Government intended to “review travel and subsistence arrangements and committed the parties to co-operating with the review and implementing standardised arrangements across the public service”.

The standardisation of subsistence rates has been introduced across the public service following negotiations with ICTUs Public Service Committee.  The major change is the abolition of separate subsistence allowance rates for Enlisted Personnel and Commissioned Officers. PDFORRA have been informed by the Department of Defence that the following standardised subsistence allowance rates will apply to the Permanent Defence Force with effect from the 1st July 2015. The new standardised subsistence rates are as follows:

The foregoing position allows for the increases in the day rates to be applied while PDFORRA continues discussions on aspects at the Conciliation Council. PDFORRA does not agree that the 15 hour day rate should be abolished because of the different attendance pattern in the PDF and seeks details of the circumstances where an overnight allowance may be paid for operational reasons at a distance of over 50 km rather 100 km.

In addition, the ‘B’ rate for foreign travel subsistence allowances has been abolished and all such payments shall be at the ‘A’ rate.
