Information Circular No 10/2015: Extension of the Haddington Road Agreement

The ICTU Public Services Committee has concluded a draft agreement with the Government providing for the extension of the Haddington Road Agreement until September 2018 with arrangements for an element of pay restoration.  It is intended that the terms of the “Lansdowne Road” Agreement will be offered to the ranks represented by PDFORRA.

The Pay Restoration Proposals are as Follows:

  • 1st January 2016:  The exemption threshold for payment of Pension Related Deduction (PRD) will increase from €15,000 per annum to €24,750 per annum.
  • On 1st January 2016:  Annualised salaries up to €24,000 are increased by 2.5%.
  • On 1st January 2016:  Annualised salaries from €24,001 up to €31,000 are increased by 1%.
  • On 1st September 2016:  The exemption threshold for payment of PRD will increase further from €24,750 per annum to €28,750 per annum.
  • On 1st September 2017:  Annualised salaries up to €65,000 are increased by €1,000.

At the talks PDFORRA also sought the introduction of a measure to increase the pay scale of 2013 entrants of Private rank at the upper end of the pay scale as was applied to other public servants under the Haddington Road Agreement.  No agreement could be reached on this matter.

The PDFORRA National Executive will now consider the draft “Lansdowne Road” agreement at its June 2015 meeting.  An Information Circular will be issued following the meeting to update the membership on how the Association will proceed.
