Information Circular No 9/2017: Potential Officers Course 2017

By Industrial Relations Officer

Negotiations have commenced on the system and criteria that will apply to the proposed 2017 Potential Officers Course.

The system and criteria proposed by the Military Authorities are largely based on those used in the last Potential Officers Course and will be open to candidates from the Army, Air Corps and Naval Service.  All successful candidates will be commissioned in the Army or Air Corps Army Line (ACAL).  The biggest change since the last competition will be a move to a competency based interview and assessment process, which matches a similar change to the NCO promotion system for Sergeant rank and higher.

It is further proposed on this occasion that in respect of the education levels that candidates may have successfully completed a BA programme at Level 7 or higher of the National Framework of Qualifications.  The previous competition provided a minimum education level of Grade D passes in any five (5) higher or ordinary level papers in a single sitting of the Leaving Certificate.

PDFORRA wishes to see the competition commence quickly and has made observations on the minimum and maximum ages to be used in the process – and sought a minor adjustment to the associated conciliation council report, CCR No 127.  This outlines the starting pay on commissioning arrangements and the associated status of certain allowances and additional payments to NCOs.

PDFORRA expects to complete negotiations shortly to allow early advertisement of the competition.
